Both numbers are real, just for different things. The 38 liters per minute is the regulated flow output this valve is set to control. The 350 L/min figure is the maximum flow the valve can handle passing through it without damage. So when you're sizing it for your circuit, work off the 38 L/min as your functional flow rate.
