flow rate on this valve is listed at 38 L/min, but the features mention 300 L/min. which one actually applies to this specific unit?

The 38 litres per minute figure is what applies to this particular valve. The 300 L/min and 350 bar callouts reflect the broader RV10-10 series ceiling, not this individual configuration. When you're sizing it for your circuit, 38 L/min is the number to work with.
