flow rate on this valve is listed at 227 liters per minute -- is that enough for most standard hydraulic relief setups or is that considered on the lower end?

For a pressure control valve in this class, 227 liters per minute is a solid working capacity. Most industrial hydraulic circuits running standard relief or regulation duties fall well within that range. If your system is pushing higher volumes than that, you'd want to size up, but for the majority of adjustable pressure relief applications this handles the load without issue.
