Flow rate on this one shows 227 liters per minute, is that enough to handle a mid-size industrial circuit without the valve choking things down?

For most mid-size hydraulic circuits, 227 liters per minute gives you solid headroom. Pressure control valves like this one are meant to set a ceiling on system pressure, not restrict flow under normal operation. As long as your system demand stays within that flow capacity, the valve won't become a bottleneck.
