got a setup that needs left-hand rotation. is this Vickers F3 V10 1P5P 11D20 LH actually a LH pump or is that just part of the number

Left-hand rotation is what the LH callout is there for. That configuration is meant for installs where the shaft rotation direction is a requirement, so it is not just a random suffix.

pump puts out around 49 liters a minute -- is that gonna hold up running it on a dump truck setup day in day out?
