pump puts out 22.9 litres a minute -- is that enough flow for a small hydraulic press setup or is that on the low end for that kind of work?

For light press applications, 22.9 litres per minute is right in the workable range. This pump is specifically listed for small press use, so it fits that duty without being oversized.
