flow rate on this one, is 120 liters per minute the max it'll handle or just a rated working figure?

120 liters per minute is the rated flow for this valve. Running consistently at or near that figure is what it's built for in standard industrial service. Machine tool setups and similar applications are right in its wheelhouse, so for most practical uses you're not going to be pushing against a soft ceiling there.
