got a systemstak setup already. is this DGMC-3 41 design valve meant to help cut down on leak points or am i thinking of something else

flow rate on this valve, is 60 liters per minute the max it'll handle or just the rated continuous flow?

Sixty liters per minute is the rated flow for this valve. Running right at the rated flow continuously puts you at the edge of the design envelope, so most folks size their system to stay a bit below that ceiling during normal operation. If your application regularly pushes against that number, it's worth accounting for pressure drop and heat buildup in your circuit design.
