what's the max flow this thing can handle through the port, and does the 30 L/min rating apply to the whole system or just at the valve itself?

The 30 litres per minute figure is the flow rate through the 3/8" port on this valve. The broader system capacity is rated up to 300 L/min (80 USgpm), so the valve can operate within a much larger circuit without being the bottleneck.
