flow rate on this one is listed at 114 litres per minute -- is that the regulated output it holds steady at, or just a max ceiling it won't go past?

That 114 litre per minute figure is the regulated output this valve holds to, not a ceiling. The fixed pressure compensation design is what makes that possible.
