flow rate on this one is listed at 38 liters per minute, that going to hold steady even when pressure spikes up in the system?

The compensation keeps the flow output at 38 liters per minute regardless of pressure fluctuations in the circuit, up to the 350 bar (5000 psi) maximum rating. So yeah, you're not going to see that flow number drift around on you when loads shift or demand changes upstream. That's the whole point of the pressure compensated style over a basic throttle valve.
