Flow rate on this one says 38 liters per minute but I also see 350 L/min mentioned. which number actually applies to what this valve is set to do?

Good catch, those are two different specs. The 38 liters per minute is the controlled flow rate this particular valve is set to regulate. The 350 L/min figure is the maximum capacity of the valve body itself, meaning the system it's installed in can handle up to that amount, but the valve will hold flow to 38 L/min as its working set point. That's how fixed pressure compensated valves work. They maintain a steady regulated output regardless of pressure changes upstream or downstream.
