Flow rate on this thing says 38 liters per minute but then somewhere else it mentions 350 L/min, which one actually applies to how it runs?

Both numbers are real, just referring to different things. The 38 liters per minute is the regulated flow rate this valve is set to control in your circuit. The 350 L/min figure is the maximum capacity the valve body itself can handle passing through it. So you get precise regulation at 38 L/min while the hardware is built tough enough to manage much higher flow without issue.
