flow rate on this one is listed at 38 L/min -- is that the max output or is that a fixed regulated output the valve holds to?

38 litres per minute is the regulated output flow this valve is set to deliver. Being pressure-compensated, it holds that flow steady even when pressure conditions shift upstream or downstream. The system itself can handle up to 350 L/min total capacity, but the valve regulates what passes through it down to that 38 L/min figure. Since it's adjustable, you do have the ability to dial that in, but 38 L/min is the rated working flow for this configuration.
