Flow rate on this one says 38 liters per minute, but the max is listed way higher at 350 L/min. Which number actually matters for how it performs day to day?

Both numbers serve different purposes. The 38 liters per minute is the regulated output flow this valve is set to deliver under normal operating conditions. That's what your system actually sees downstream. The 350 L/min figure is the maximum the valve body itself can physically handle, meaning it's built with plenty of overhead if your circuit demands spike or if you're running it in a high-flow environment. For everyday performance planning, work off the 38 L/min. The higher rating is more about durability and system compatibility than your working output.
