flow rate on this one is listed at 38 L/min -- is that adjustable or is it fixed at that number?

Adjustable is the right word for it. The FR2-10 series is built as an adjustable, pressure-compensated flow regulator, so you're not locked into a single output. The 38 litres per minute reflects the rated flow rate for this configuration, but the valve is designed to let you dial in your flow to suit the application rather than being stuck with a fixed setting.
