we run a couple refuse haulers and been looking at motion control valves to keep things from creeping under load, this a externally piloted setup or does it rely on internal pressure to open?

Externally piloted is exactly what it is. The CBV1-12 Series uses an external pilot signal to control movement rather than depending solely on the load pressure itself. That tends to give you more predictable behavior when loads shift or vary, which matters a lot on refuse equipment where the hydraulics are working hard through a full route.
