flow rate on this one is listed at 10 liters per minute -- that the set rate or is there any adjustment to it?

Fixed is the right word for it. The FR5-8 runs as a fixed pressure compensated flow regulator, so 10 liters per minute is what you get out of it. There's no field adjustment built into this style. If your system needs a different rate, you'd be looking at a different valve in the series rather than tuning this one.
