flow rate on this one says 38 litres per minute but the max listed is 350 L/min -- which one actually applies to how it runs day to day on something like a refuse hauler?

The 38 litres per minute is the working flow rate for this valve, meaning that's what it's set to regulate under normal operating conditions. The 350 L/min figure is the maximum capacity the valve can handle, not the rate it controls to. On a refuse hauler or similar mobile equipment, you'd be running at or around that 38 L/min regulated output, while the system itself could have higher flow passing through other circuits. The valve keeps things balanced at that controlled rate even as pressure fluctuates, which is the whole point of a pressure-compensated design.
