Flow rate on this one shows 38 litres per minute nominal, but the max capacity listed is way higher at 350 L/min. Which number actually matters for sizing it into my circuit?

For most sizing decisions, the 38 litre per minute nominal flow rate is the number you want to work from. That figure represents what the valve is calibrated to regulate under normal operating conditions. The 350 L/min maximum is the upper boundary the valve can physically handle without damage, not a target operating point. If your circuit is running close to that ceiling, you'd be well outside the intended working range for this regulator. Plan around the 38 L/min nominal and make sure your system pressure stays within the 350 bar rating, and you'll be in good shape.
