runs at 24v and we got a refuse hauler that's been giving us fits with the old valve -- this one normally closed at rest, right? just want to make sure it won't let flow through when the solenoid ain't energized

Correct, it's a 2-way, 2-position normally closed valve, so flow is blocked when the coil isn't powered. Once you energize it at 24 volts, it opens and allows flow. For a refuse hauler application that's exactly the behavior you'd want to default to a safe, no-flow state if power cuts out.
