flow rate on this one says 38 liters per minute -- is that what's actually going through the valve or is that the regulated output?

38 liters per minute is the regulated control flow this valve puts out. The valve itself can handle up to 350 liters per minute passing through it at up to 350 bar, but the 38 L/min figure is what it's set to meter out as the controlled flow.
