flow rate on this thing listed as 38 L/min but then it says 350 L/min somewhere else -- which one actually applies to how much flow it can handle?

Both numbers are accurate but they refer to different things. The 38 liters per minute is the regulated flow rate this valve is set to control, meaning that's the flow it's metering and managing through the system. The 350 L/min figure is the maximum flow capacity the valve itself can physically handle passing through it. So you've got a valve that's calibrated to regulate at 38 L/min but built tough enough to sit in a system running up to 350 L/min total throughput without failing.
