Flow rate on this one says 38 litres per minute but then I also see 350 L/min listed. Which number actually applies to what this valve controls?

Those two numbers cover different things. The 350 L/min figure is the maximum the valve can handle passing through the system without damage, basically its pressure and flow ceiling rated at 350 bar (5000 psi). The 38 litres per minute is the controlled flow rate, meaning thats what the valve is actually metering and regulating during normal operation. So if your circuit needs controlled output around 38 L/min, this valve is sized right for that job.
