Can this valve handle the kinda flow rates you'd see in a bigger hydraulic setup?

Does this valve work for both relief and regulating functions, or is it one or the other?

It handles both. You can run it as a pressure relief valve or a pressure regulating valve depending on how your circuit is set up. Either way, it limits system pressure to whatever maximum you dial it in to, which makes it pretty flexible for different hydraulic circuit needs.
