got a circuit that keeps spiking past where it oughta be, this a valve that'll let me dial in a pressure ceiling, or is it fixed once it's set?

Adjustable, not fixed. The CPF1S 10 A W 20 is built specifically to let you set a maximum pressure limit in a hydraulic circuit, and you can regulate it to whatever your system needs within its range. That's the whole point of the design. It's not a set-it-and-forget-it preset unit.
