Flow rate on this thing is listed at 700 liters per minute, that enough to handle heavy machine tool cycles without choking out mid-operation?

For most machine tool setups running high-demand cycles, 700 liters per minute is a substantial flow capacity. That figure puts it well above what the majority of standard directional control applications require, so bottlenecking at the valve itself is unlikely to be your problem. Where you want to pay attention is your system's pump output and line sizing upstream and downstream, since those are typically where flow restrictions show up before the valve becomes the limiting factor.
