flow rating on this thing is 700 LPM, does that hold up across both three-way and four-way setups or just one of em?

Buna-N seals are a good general purpose choice, but they aren't compatible with every fluid type, especially when water's present. It's best to keep the system as dry as possible to avoid issues.
