flow rate on this one is listed at 100 liters per minute -- is that the max it'll handle or just a rated operating point?

100 liters per minute is the rated flow capacity for this valve. Running right at the ceiling of a component's flow rating isn't usually recommended for long-term use, so if your system regularly pushes close to that number, you'd want to account for some headroom in your circuit design.
