does this sleeve work with half inch OD tubing or is it sized different than what the name suggests

Half-inch OD tubing is exactly what it's built for. The Thread B1 size is listed as Tube OD 1/2, so if you're running 1/2 inch OD tube and need a JIC sleeve to go with it, this is the right part.
