Does this sleeve work with 3/4 inch OD tubing, or is that just the thread sizing?

That's the tube OD it's built for, 3/4 inch. The JIC sleeve fits around the tube itself and when the fitting is torqued down, the sleeve bites in and creates a leak-resistant mechanical connection. So yes, you want 3/4 inch OD tubing to match up with this one.
