This SPX Hydraulic Technologies fitting is suitable for use with Power Team high-pressure hydraulic products at working pressures up to 10,000 PSI. This 10000 PSI Fitting features a coupling with 1/4 NPTF female to 3/8 NPTF female connections.

Note that on part numbers 9673, 9675, 9676 and 9677, the female swivel end of these adapters is a straight pipe thread (NPSM) with a 30° seat. All male pipe fittings that are used with these female swivel adapters must have an internal 30° seat in order to effect a proper seal. All Power Team male fittings are manufactured with a 30° seat except 9687 and 9688.

fitting goes from 1/4 to 3/8 NPTF female on both ends -- is that right, or am I reading it wrong?

You're reading it correctly. Both connections are female, one being 1/4 NPTF and the other 3/8 NPTF, so this coupling steps up between those two thread sizes. It's rated for working pressures up to 10,000 PSI, which puts it in line with Power Team high-pressure hydraulic equipment.

trying to hook up a 1/4 nptf female line to a 3/8 nptf female port. is that what this coupling does?

For adapting between those two sizes, this coupling gives you 1/4 NPTF female on one side and 3/8 NPTF female on the other, and it is intended for Power Team high pressure hydraulic setups up to a 10,000 psi working pressure.
