motor puts out 540 newton metres of torque -- is that enough grunt for running a brush cutter or a swing motor application?

For both of those uses, 540 Nm is well within the range you'd want. Brush cutters and swing motors are actually listed applications for this unit, so it's not a stretch to say it was built with exactly that kind of work in mind. The cast iron construction holds up to the kind of continuous loading those jobs put on a motor, and the Geroler design keeps efficiency high so you're not burning excess flow to get the torque you need.
