i got a hose end that’s 1/4-18 swivel female. will it mate up to this fitting?

On the swivel side, it has a 1/4-18 Female NPSM swivel thread built to SAE J514. The other end is a 3/8-18 Male NPTF thread per SAE J476, so it is a straight adapter between those two thread types.

Does the 3/8 male end on this swivel use a dry-seal thread, or is it just a standard NPT?

That means it's built to seal on the threads themselves without relying on tape or compound, though many folks still use thread sealant out of habit.
