got a 1/8 male nptf port and need to swing out to a 1/4 female line with a 90 degree turn. this the right piece for that?

That's what this fitting is built for. The male end is 1/8-27 NPTF and the female swivel end is 1/4-18 NPSM, so you're stepping up one size while making that 90 degree turn. The swivel on the female side also helps a lot when you're trying to get a hose seated without twisting it under load.
