What exactly does this fitting do, is it for connecting tubing to a threaded port, or is it a tube-to-tube kind of deal?

Connects 1/8 in. compression tubing to a 1/8 in. female threaded port. So one end grabs onto the tubing with a compression seal, and the other end threads into a female port on your equipment. Not a tube-to-tube connector.
