Does the swivel on this fitting actually rotate freely once it's installed, or is it more of a fixed position deal after you torque it down?

The swivel function is on the connection end, so you get movement during installation to align the hose without twisting it. Once everything is tightened down, the fitting holds its position. It's not a continuous-rotation joint meant to move under pressure during operation. The 90-degree angle is fixed, but that swivel feature during assembly makes routing a lot easier in tight spots where you can't spin the whole hose.
