torque spec on this fitting -- is 44 to 48 lb/ft the final snug or is that just a starting point before you check for leaks?

That range is the target installation torque, not a starting point. 44 to 48 lb/ft is where you want to land and stop. Going past that on a swivel fitting like this one risks deforming the seat, which is where most leaks start anyway. Bring it up to spec, confirm no movement, and you're good.
