got a hose sitting right at 0.650 inches outside diameter, this clamp gonna close up proper on that or is it borderline?

Right in the middle of the clamping range, so you're in good shape. The clamp runs from 0.591 to 0.708 inches, and 0.650 sits comfortably in there. One thing worth knowing on the install side: close the first ear all the way down before touching the second one. That sequence is what gives the clamp its spring-like holding action. If you close both ears completely flat, that usually means the clamp is running too big for the hose and you'd want to step down to the next size.
