does this thing work down to real cold temps, like what's the lowest it's rated for?

Carbon steel construction and a minimum working temperature of -65 degrees puts it well within range for cold-climate hydraulic systems. That rating covers most industrial and outdoor applications where freeze conditions are a concern, so you're not going to hit a wall in normal cold-weather operation.

got a hose end that’s 3/8 nptf male on it, will this elbow mate up to that and turn it 90 degrees?

The NPTF side on this adapter is a 3/8 NPTF male, and the other end is an SAE 37 degree male flare (MJIC) in size 8. It is a 90 degree elbow adapter, so it gives you that right angle change in direction.
