trying to replace an elbow on a line, is this one the kind that goes from a #10 male JIC flare over to a #16 male pipe thread?

Yes. One end is a male JIC SAE 37 degree flare with a 7/8-14 thread (#10), and the other end is a male NPTF thread sized 1-11-1/2 (#16). It is a 90 degree forged steel elbow.

got a #16 male pipe port on a hydraulic manifold and need to swing the line out at a 90, will the male JIC end on this fitting land on a 7/8-14 female JIC seat without any adapter in between?

Right at 7/8-14, the male JIC thread on this elbow meets the SAE J514 spec, so it'll mate directly to any female JIC 37-degree flare port carrying that same thread size. No extra adapter needed in between. The pipe side is a 1-11-1/2 NPTF thread, which is the dry-seal version of NPT, so it seals on the thread form itself rather than relying on tape or compound the way a standard NPT connection does. As long as your manifold port is a true #16 male pipe, this is a straight drop-in connection on that end too.
