what's the thread setup on this elbow, is one end JIC and the other pipe thread?

That's right. One end is a male JIC SAE 37-degree flare, sized at 1-1/16-12, which meets the SAE J514 spec. The other end is a male NPTF at 1/2-14, conforming to SAE J476. So you've got a JIC-to-NPTF 90-degree configuration, which is pretty common when you're tying a hydraulic line into a port that takes straight pipe thread.
