got a hose end with a 1-5/16-12 JIC flare, will this elbow screw right onto it and turn into a 1-11-1/2 NPTF male?

For a JIC to pipe-thread changeover, it matches those exact thread callouts. One side is male JIC SAE 37 degree flare, 1-5/16-12 per SAE J514, and the other side is male NPTF, 1-11-1/2 per SAE J476, in a 90 degree elbow.

That's what this one does. One end is a male JIC SAE 37-degree flare at 1-5/16-12, and the other end is a male NPTF at 1-11-1/2. So if your line has a female JIC port on one side and a female NPTF port on the other, this elbow bridges both at a 90-degree angle. Forged brass construction, meets SAE J514 on the JIC side and SAE J476 on the pipe thread side.
