Both ends on this thing are male JIC -- so how exactly does it mount through a panel without a nut holding it in place?

Bulkhead fittings like this one are meant to pass through a drilled hole in a panel, and the clamping hardware is what locks it in position on the panel face. The "no nut" in the name just means the retaining nut is not included in the package, so you'll need to source that separately. The fitting itself provides the two male JIC 1-1/16-12 ends that connect to your hydraulic lines on either side of the bulkhead once it's secured.
