trying to figure out if this fitting'll work going from a JIC line into a female NPTF port on a bulkhead panel, that the right setup for this piece?

That's what this fitting handles. One end is a 3/4-16 male JIC with the SAE 37-degree flare, and the other is a 1/2-14 female NPTF. So if you've got a JIC tube line needing to pass through or terminate at a bulkhead with a female NPT port, this is the right combination.
