On the NPTF side it has a 1/2-14 male NPTF thread built to SAE J476, and the other end is a 9/16-18 male JIC 37 degree flare thread per SAE J514.

what's the thread setup on this bulkhead fitting, the NPTF side and the JIC side both?

One end runs a 1/2-14 male NPTF thread, which meets SAE J476. The other end is a 9/16-18 male JIC 37-degree flare, built to SAE J514. So you've got two different thread types on a single straight fitting, which is pretty common when you're routing a line through a panel or bulkhead and need to transition between those two standards at the same time.
