flow rate on this thing is listed as 11–19 L/min but the max attribute says 19 LPM, so is 19 really the top end it'll handle or is there some wiggle room above that?

19 L/min is the ceiling on this valve, which works out to about 5 gallons per minute. The range listed reflects typical operating flow, and 19 LPM is where it tops out. Pushing beyond that isn't something this unit is rated for, so if your circuit runs hotter than that you'd be looking at the wrong valve for the job.
