flow rate on this one is listed two different ways -- 45 liters per minute and also 350 L/min. which number actually applies to how much flow it regulates?

Those two numbers cover different things. The 45 liters per minute is the regulated output flow this valve is set to control. The 350 L/min figure is the total flow capacity the valve body itself can handle passing through it. So you get up to 350 L/min moving through the system, but the valve is regulating it down to that 45 L/min controlled output. Both numbers are real, they just describe different functions of the same valve.
