Flow rate on this thing says 114 liters per minute but then I also see 300 L/min listed -- which one actually applies to how this valve operates?

Both numbers are part of the same valve's rating, just covering different aspects. The 300 L/min (80 USgpm) is the full flow capacity the valve is rated to handle through the system.
