pump says 3.80 CID and 62 CC -- are those just two ways of saying the same displacement or is one of them the working range?

Same displacement, two different unit systems. 3.80 cubic inches per revolution and 62 cubic centimeters per revolution are equivalent values. One is imperial, one is metric. You'll see both listed because different industries and regions tend to favor one over the other, but they refer to the exact same pump output per shaft rotation.
